الدراجه الثلاثيه الحظر في فيتنام

For decades, tricycles and three-wheeled motorbikes with open cargo bins at the front have been used to transport virtually every kind of product available in Vietnam. ومنذ عقود ، الدراجات الثلاثيه والدراجات الناريه ذات العجلات الثلاث مع فتح صناديق البضائع فى الجبهة قد استخدمت لنقل تقريبا كل نوع من انواع المنتجات المتاحة في فيتنام. It is also popularly known as ‘Cyclo’ and is one of the most typical vehicles in Vietnam, a tricycle with a seat at the front for passengers with the driver seated behind. كما انه من المعروف شعبيا 'Cyclo' واحد من اكثر المركبات النموذجيه في فيتنام ، مع مقعد الدراجه الثلاثيه في الجبهة للركاب مع السائق يجلس خلفهم. But as of January 1, 2008, they are banned nationwide. ولكن اعتبارا من 1 كانون الثاني / يناير 2008 ، وهي محظوره على الصعيد الوطني. Though, this is a relief for most motorists and pedestrians, it is also an imposing question of survival for some 60,000 families who have depended on these vehicles for their living. على الرغم من ان هذا هو الاغاثه بالنسبة لمعظم سائقي السيارات والمشاة ، وهو ايضا فرض مسألة بقاء بالنسبة لبعض الأسر من 60000 قد يعتمد على هذه المركبات من اجل لقمة العيش. Under Resolution No. 32/2007/NQ-CP (www.news.venanet.vn/vietnamlaw) from official gazette, all homemade vehicles, whether motorized or not, including delivery tricycles and those with past expiration dates will be outlawed. 32/2007/nq-cp بموجب القرار رقم (www.news.venanet.vn / vietnamlaw) من الجريدة الرسمية ، وجميع المركبات المنزلية ، سواء كانت مجهزه بمحرك ام لا ، بما في ذلك تسليم تلك الدراجات الثلاثيه مع الماضي وتواريخ انتهاء ستكون محظوره.

If found driving in city streets, they are to be confiscated and sold as scrap. واذا وجدت القيادة في شوارع المدينة ، وانها سوف تصادر وتباع كخرده. The ban stems from authorities considering motorised cyclos obsolete and unsafe, and the hindrance these vehicles cause in maintaining ordered, safe roads for the public. حظر ينبع من السلطات النظر motorised cyclos عفا عليها الزمن وغير مامونه ، وهذه المركبات تسبب عوائق في الحفاظ على امر ، والطرق الامنه للجمهور. The Ho Chi Minh City Traffic Police say that in the City alone, there are 60,000 no-engine three-wheelers and some 1,500 engine powered three-wheelers. فان مدينة هو شى مينه ان اقول ان شرطة المرور في المدينة وحدها ، يوجد 60000 - أي محرك ثلاثة عجلة وبعض محركات تعمل بالطاقه 1500 ثلاثة عجلة. “Is a motorcycle dominated system viable in the long term in a potentially richer Ho Chi Minh, given that even small numbers of cars will quickly lead to a gridlock in this very dense city?” (John Whitelegg and Gary Haq, The Earthscan Reader on World Transport Policy and Practise, p: 56) "دراجة ناريه صالحة في نظام يسيطر على المدى الطويل يمكن ان أغني في هوشي منه ، بالنظر الى انه حتى اعداد صغيرة من السيارات وسرعان ما يؤدي الى جمود كثيفه جدا في هذه المدينة؟" (يوحنا whitelegg غاري والحق ، فان على القارئ Earthscan العالم وممارسة سياسة النقل ، ف : 56)

The Vietnamese government looks at the advantages of having tricycles in Vietnam is that it remains the preference of many small traders needing delivery access to narrow alleys at reasonable prices. الحكومة الفيتناميه يلقي نظرة على المزايا وجود الدراجات الثلاثيه في فيتنام هو انه لا يزال يفضل الكثير من صغار التجار يحتاجون الى الحصول على ايصال الازقه الضيقة بأسعار معقولة.

Market management authorities agree many goods are transported to markets most efficiently by tricycle that can more cost-effectively reach shops tucked away inside the myriad alleys behind all the city’s main streets. ادارة السوق ان توافق السلطات العديد من تنقل البضائع الى اسواق اكثر كفاءه وذلك من خلال الدراجه الثلاثيه التي يمكن ان اكثر فعالية من حيث التكلفه تصل الى محلات مدسوس بعيدا لا تعد ولا تحصى داخل الازقه وراء جميع الشوارع الرئيسية للمدينة. It helps to flourish certain set of business which in turn is welfare to the people of Vietnam. فهي تساعد على ازدهار مجموعة معينة من الاعمال التي تعد بدورها الرفاه لشعب فيتنام. It provides employment to a large number of workers who are nor literate neither have any other skills. وهو يوفر فرص عمل لعدد كبير من العمال هم من لا يعرفون القراءة والكتابة ولا أي مهارات اخرى. It is easy and accessible mode of transportation for citizens and tourists alike. ومن السهل الوصول اليها وسائط النقل للمواطنين والسياح على حد سواء. Cyclos are big tourist attraction which helps the tourism sector of Vietnam. Cyclos كبيرة الجذب السياحي التي تساعد القطاع السياحي من فيتنام.

As per the Vietnamese government, tricycles are a hindrance to the smooth flow of traffic in the city which affects all sorts of business. حسب الحكومة الفيتناميه ، الدراجات الثلاثيه هي عائق امام انسياب حركة المرور في المدينة التي تؤثر على كل انواع الاعمال التجارية. These vehicles do not have enough capacity to load people or cargo in comparison to cars, buses and trucks, yet they occupy a lot of road space. هذه المركبات على ما يكفي من القدرة على حمل الناس او البضائع مقارنة السيارات والحافلات والشاحنات ، ومع ذلك فإنها تحتل الكثير من الطرق الفضاء. “The disadvantage of small vehicles is their low power-to-weight ratios, and thus slow average speeds. "الحرمان من السيارات الصغيرة وانخفاض القوة الى الوزن النسب ، وبالتالي متوسط بسرعة بطيءه. Slow speeds pose problems mainly because they are at odds with what is rapidly becoming the mobility standard of the world – automobile travel.” (Robert Cervero, Informal Transport in the developing world p: 5) Disadvantage of having tricycles around is severe traffic jams and road blockages. بسرعة بطيءه تثير مشاكل اساسا لأنها تتناقض مع ما هو التحرك بسرعة ليصبح المعيار من العالم -- السيارات السفر. The drivers are not trained and do not hold license. السائقين ليسوا مدربين ولا يحملون رخصة. The biggest problem which the Vietnamese government is facing is to adjust transport development plans. المشكلة الكبرى التي تواجه الحكومة الفيتناميه هو النقل لتعديل خطط التنمية. They want to build underground railways, bridges, flyovers to tackle the issue. انهم يريدون تحت الارض لبناء السكك الحديديه والجسور ، flyovers لمعالجة هذه المساله. They plan to increase land area devoted to traffic. انها خطة لزيادة مساحة الارض المخصصه لحركة المرور. “According to international standards, the land area devoted to traffic must be 20-25% of total area but in Vietnam, the rate is 6% in some cities.”(www.english.vietnamnet.vn) Government is extremely concerned about the road safety policies. "وفقا للمعايير الدولية ، ومساحة الاراضي المخصصه لحركة المرور يجب ان يكون 20-25 ٪ من المساحه الاجماليه ولكن في فيتنام ، ويبلغ معدل 6 ٪ في بعض المدن." Tricycles prove to be an obstacle in implementing these policies as they are not licensed and under any insurance. الدراجات الثلاثيه يثبت انه عقبة في تنفيذ هذه السياسات لانها غير مرخصه وتحت اي التأمين.

According to the Ho Chi Minh City Department of Transport and Public Works, more than 60,000 drivers with three and four-wheelers, many in their mid-50s and 60s, will be affected by the ban. ووفقا لمدينة هو شى مينه وزارة النقل والاشغال العامة ، واكثر من 60000 السائقين مع ثلاثة واربعة عجلة ، في كثير من منتصف الستينيات و50s ، ستتأثر من جراء هذا الحظر. 3000 self-employed garbage collectors will be affected. 3000 لحسابه الخاص جامعي القمامه سوف تتأثر. “In addition to their livelihood, these types of vehicles are useful for transporting goods in areas where roads are often too narrow for even mini-trucks. "وبالاضافة الى كسب رزقهم ، هذه الأنواع من المركبات المفيدة لنقل البضائع في المناطق التي يكون فيها الطرق وكثيرا ما تكون ضيقة جدا حتى مصغره للشاحنات. Hawkers at markets and construction material shops are dependent on the three-wheelers to transport their goods.” (www.vietnamnews.vnagency.com) These sort of businesses will get affected due to the ban. الباعه المتجولون في الأسواق ومحلات مواد البناء تعتمد على ثلاثة عجلة لنقل بضائعهم. "(Www.vietnamnews.vnagency.com) هذه النوع من الاعمال التجارية التي سيحصل عليها المتضرره بسبب الحظر.

To overcome traffic congestion in near future, policy makers have suggested various solutions to traffic jams, such as raising vehicle registration fees, tolling roads where traffic jams occur, etc. They plan to build satellite cities around big cities to house residents, factories, offices, universities, etc. This will help increase land area for traffic in big cities and distribute the traffic in the outskirts of the main city. للتغلب على ازدحام حركة المرور في المستقبل القريب ، وصانعي السياسات واقترحت حلول مختلفة الى الاختناقات المروريه ، مثل رفع رسوم تسجيل المركبات ، القرع الطرق حيث تحدث الاختناقات المروريه وغيرها ، على خطة لبناء القمر الصناعي في جميع انحاء المدن الكبرى لايواء سكان المدن والمصانع والمكاتب والجامعات وما الى ذلك سيساعد على زيادة مساحة الاراضى لحركة المرور فى المدن الكبيرة وتوزيع حركة المرور في ضواحي المدينة الرئيسية.

The government plans to give authorization power to local bodies for allowing tricycle in the outskirts of the city or maybe for a particular period of time in a day. وتخطط الحكومة لاعطاء الاذن السلطة الى الهيئات المحلية للسماح الدراجه الثلاثيه في ضواحي المدينة او ربما لفترة معينة من الزمن في يوم واحد. “The southern province of Tra Vinh will temporarily allow tricycles and homemade vehicles to continue carrying goods after January 1, while Hanoi only bans homemade vehicles from transporting goods. "الاقليم الجنوبي من هيئة تنظيم الاتصالات فينة وسوف تسمح مؤقتا المنزلية والمركبات والدراجات الثلاثيه لمواصلة نقل البضائع بعد 1 كانون الثاني / يناير ، في حين هانوي تحظر المنزلية فقط من مركبات نقل البضائع. The disabled can still use their vehicles.”(www.vietnamnet.vn) tricycles - motorized three or four-wheelers can only operate between 10pm and 4am. المعوقين يمكن استخدام سياراتهم. Homemade three or four-wheeled vehicles used to collect garbage can operate between 10pm and 6am. ثلاثة او اربعة المنزلية - المركبات ذات العجلات المستخدمة في جمع القمامه يمكن ان تعمل بين 10pm و6am.
